New Nepal (Naya Nepal)

M.S. Thapa

Despite the many political changes and upheavals that Nepal has witnessed, the majority of the Nepalese have not reaped the benefits that normally follows such changes, be it economical, political or social. On the contrary these political changes have only aggravated things for indigenous people of the country, rapidly undermining their culture, language and economic status reducing them to a state of second class citizens. The predominance of the ( Sanskritised ) Brahmins in the spheres of Nepali life is very obvious, whereas they represent only a small percent of the entire population. they have utilized every opportunity to uphold and strengthen their dominance over the other ethnic and so called out-casted group ( Dalit ) and communities making themselves the ruling elite with absolute grip over the government machinery. after the advent of Democracy in the country in the year 1990, with a view to conserve our culture and to reestablish indigenous so called out casted group of people and minorities in the decision making body of the government as confide citizens of the nation enjoying the right and the privileges Rastriya Janamukti Party was established with the following objects:-

PROPORTIONAL REPRESENTATION:- The indigenous, degraded and so called out casted populace of the country is hardly represented in the Parliament. It can be deducted from this fact that the problems facing the indigenous and degraded and so called out casted populace is more than rendered unheard or unattended. Policies are formulated to suit the convenience of the ruling elites-Brahmins. To do away with 5the evil and for the up-lift pf the indigenous, degraded and so called out casted population this party holds that representation of all the nationalities and caste in the parliament and other fields on the basis of their population is the only solution.

FEDERAL GOVERNMENT & REGIONAL AUTONOMY:- The diversity found in the ethnic, racial, cultural and linguistic composition of the Nepali society makes it pertinent to have federal system of the government, to fulfill the aspiration of these least developed populace. There must be regional autonomous or local autonomous government. The autonomous government must be constitutionally empowered with development , construction and administration. Thus the Rastriya Janamukti Party strives for the power to the local self government.

RESERVATION:- The indigenous ethnic people, so called out casted group, minority people and women of all nationalities under poverty line must be given reservation in government services, education and elector seat.

SECULARISM:- The doubtful government censes has exaggerated Hindu population. In fact t6hey are in minority but has been declared a Hindu Kingdom. The reason being Buddhist, Christians, Muslim and other religion groups constitutes almost vast majority of the entire population. This imposition of the Hinduism is in stark opposition of the values enshrined in the Declaration of the Human Rights .So Nepal must be declared a secular state.

LINGUISTIC RIGHTS TO BE UPHELD BY THE CONSTITUTION:- This party strongly uphold the idea that all the languages that are spoken within the kingdom of Nepal have to be granted constitutional recognition and provision be made to impart education in ones mother tongue instead of the Khas language as is prevalent now. The government itself has declared 61 different indigenous group of peoples. Through sheer negligence and suppression of sanskritised government some of these languages are on the verge of dying out. The Janamukti Party strives for the conservation and promotion of these languages.

FIREGN POLICY:- It is the conviction of the party to maintain a friendly and cordial relationship with all the countries based on the principle of national interest. This policy we feel is best suited for our country, the Nepal.

ECONOMIC POLICY:- The party believes that in view of the economic backwardness of the nation the best economic policy to be adopt would be that of the free market economy, where the state has the basic minimum control over the market forces.

With the ideal of democratic socialism our party summons every one to come and join hands with us keeping aside the prejudices of any kind. Let us all come forward and work toward the up-lift of the indigenous, degraded and so called out casted group of people of our country. The4 time has come for us to fight off Dictatorship of any kind be it political, social, economic or linguistic. Let us come together and work toward a new Nepal that works for all, not just one race or one group of people through Fg3ederal Government system, regional autonomy and proportional representation of all the nationalities and caste on the basis of their population.

Unless the indigenous people, so called Dalt and opressed communities become politically concious and get united under the banner of Rastriya Janamukti Party, they cannot achieve political freedom.
